Why can’t I ask Microsoft a security question

I am getting almost daily e-mails from
*** Email address is removed for privacy *** (which I can't reply to) 
because someone is trying to hack my account and asking for security codes. I want to report this to Microsoft but I can't find any means of doing so.

So how do I get microsoft to cut this guy off?
