Why can’t I block certain email addresses with my Hotmail/Outlook account?

I seem to have a problem blocking certain email addresses with my Hotmail/Outlook account.  It's just junk mail, but i'd prefer to block it not to receive it at all.

No matter how many times I select 'Block from User X' in the drop menu, User X always avoids the filter which strikes me as odd.  Oh yeah, the email address is a constant, not an ever-changing address with the same user name/topic heading.


How do I PERMANENTLY block these pests?
