Windows Live Mail. I can receive emails but not send. Error Ox800CCCOE. Draft box emptied between tries.

This is the full message I get when I try to send mail from Windows Live Mail.

The connection to the server has failed.

Subject ''
Server: 'smtp.comcast.net'
Windows Live Mail Error ID: 0x800CCC0E
Protocol: SMTP
Port: 25
Secure(SSL): No
Socket Error: 10013

I just discovered that of the 3 email addresses that I have on my Live Mail page:  two at comcast.net & one at  gmail   , the gmail account can send emails.  Could this be a comcast issue?
