On October 23, 2013 Windows LIve Mail stopped downloading new messages. Error Message was "0x800CCC0F Server not responding due to server problems, network problems or a long period of inactivity"
Contacted ISP (AT&T); they indicate there is no problem, however one week later, entire UVerse network failed and repairs were made to the line.
Repairs to line did not affect Live Mail; it's still not working.
Protocol is POP3, using SSL incoming port 995
Server settings have been verified with ISP. Response timeout has been changed from 1 minute to 4 minutes with no resolution.
Computer has been scanned & scanned clear. Only one antivirus program (AVAST) running.
Email scanner is turned off.
Temporarily turning off windows firewall has no effect.
Windows LIve Mail Repair has been run; it has also been reinstalled.
Webmail works.
Phone access to mail works.
Able to Download a "new account" (same email address, resulting in 11K messages downloading to inbox, but no updates occur).
Outgoing messages work.
When hitting send/receive, Windows Live Mail occasionally has a message saying "not responding"; a green bar shows messages are being received, but they do not download and then the error message pops up.
Any ideas?
